It is not easy for women to access health care or protection services in certain socio-cultural contexts. In some situations, it is unthinkable for a woman to receive medical care from a man, or even to be in the presence of other men.
In order to reach as many women as possible and to better understand their specific needs, the ICRC employs female staff in places where the presence of male staff would hinder humanitarian action. Israel, 2003.
