Burundi. Preparing for a food distribution. Ref. BI-N-00065-12
"Assistance" is part of a set of activities aimed at ensuring full respect for the rights of the individual in accordance with international humanitarian law, human rights law and refugee law. Vital measures include convincing the authorities to end specific patterns of abuse and alleviating suffering by providing material or medical assistance. The aim is to preserve or restore acceptable living conditions for civilians, the sick and wounded (both military and civilian), and people deprived of their freedom.

Assistance work centres on the domains of health, economic security and water and habitat and seeks to reduce sickness and deaths among conflict victims. Precedence is given to ensuring access to food, water and other vital necessities, and to restoring satisfactory hygiene conditions. To avoid dependency, the longer-term aim is to restore self-sufficiency, thereby also protecting the dignity of people affected by conflict.

The transition from acute to chronic in medicine and in the humanitarian work of the ICRC
How do humanitarian workers in a country emerging from war, and doctors practising medicine in Geneva, experience the transition from an acute to a chronic problem – from saving lives to supporting patients suffering from a long-term illness? This was the subject debated by doctors, patients and ICRC managers in Zinal, Switzerland, in March 2008. The author of this text is a political adviser to the International Committee of the Red Cross, responsible for the analysis of future trends. The text reflects the author's opinions only and does not necessarily correspond to the views of the ICRC.

Health care: one of the first casualties of war
When armed conflict breaks out, hospitals and health workers are sometimes attacked, ambulances can be prevented from reaching the wounded and a lack of basic services, like water and electricity, can bring surgical procedures grinding to a halt. The ICRC’s chief war surgeon, Marco Baldan, explains why health care must be better respected and protected in situations of armed violence.
