An ICRC delegate explains to Nigerian soldiers the basic rules of behaviour that apply in times of war.
In Nigeria, the ICRC focuses on prevention, humanitarian diplomacy and strengthening the capacities of the Nigerian Red Cross Society (NRCS). It has established a dialogue with both political authorities and civil society groups to gain an understanding of the complex realities of Nigerian society, to promote international humanitarian law (IHL) and its implementation, and to exchange information on issues of humanitarian concern.
The ICRC works in cooperation with the Nigerian Red Cross Society (NRCS), to provide protection and assistance to people affected by inter-communal clashes, urban riots and political violence. The NRCS's mission is to assist victims of disaster, to implement health and social welfare programmes and to promote humanitarian principles. It acts as an auxiliary to the Nigerian Government in emergency situations with an extensive network of local branches in every State and over 350,000 volunteers. The ICRC was active in Nigeria during the Biafran civil war (1966-70). In 1988, a headquarters agreement was signed with Nigeria to establish the legal status of the ICRC delegation.
