Section Civil defence and international humanitarian law Civil defence is in charge of relief operations on behalf of the civilian population in the event of natural or technological disasters or armed conflict. Its goal is to minimize loss of life and damage to civilian property. In addition, it aims to help the civilian population recover from the immediate effects of disasters or hostilities and to provide the conditions necessary for its survival.
