International Criminal Court
The International Criminal Court (ICC) was created outside of the UN system. This permanent institution, established by international treaty, complement national jurisdictions that are unable or unwilling to bring to justice the perpetrators of genocide, war crimes and crimes against humanity.


The Rome Statute entered into force on 1 July 2002. The inaugural session of the International Criminal Court took place in the Hague on 11 March 2003.

      This is an important publication which provides a critical insight into the "travaux préparatoires" of the Preparatory Commission leading to the adoption of the elements of war crimes.
