The ICRC in Iran

The ICRC is supporting efforts to find out what happened to people who went missing during Iran’s 1980-1988 war with Iraq. Iran, Iraq and the ICRC signed a memorandum of understanding covering this work in October 2008.

Working in coordination with the authorities, the ICRC facilitates the repatriation of Iranian nationals. Where conflict has separated foreign children and young people from their families abroad, the ICRC helps reunite the family.

The ICRC supports the Iranian Red Crescent Society (IRCS) in the fields of tracing and the promotion of international humanitarian law and helps the Society raise public awareness of unexploded ordnance.

Both the ICRC and the IRCS have considerable competence in the field of physical rehabilitation. In 2009, the two organizations began working together in this area in order to provide humanitarian services worldwide.

The ICRC works closely with the Iranian National IHL Committee and academic circles in Iran. Through its support for the Qom Secretariat of the 2006 Islam IHL Conference, the ICRC maintains a dialogue with religious circles across the country. The organization also promotes public awareness of IHL through NGOs and the media.

The ICRC has a logistics base in western Iran to support its relief operations in Iraq.

Finally, the ICRC maintains a small presence in the north-western town of Mashhad, ready to support ICRC operations in Afghanistan should the need arise.

With a few interruptions, the ICRC has been working in Iran since 1977.

Presence (2010): 48 staff, including 6 expatriates

Twenty years after the end of the Iran-Iraq war, tens of thousands of combatants still unaccounted for
On 16 October the governments of Iran and Iraq, together with the ICRC, signed a memorandum of understanding that represents an important step towards easing the heavy burden of tens of thousands of bereaved Iraqi and Iranian families. The document establishes a clear framework for collecting information and sharing it between the two countries, and for handing over mortal remains. These tasks will be performed jointly by experts from both countries with ICRC support.

Experts in physical rehabilitation from Africa and the Middle East met in Tehran recently for a seminar. They discovered that many problems are universal. Fortunately, they also discovered that National Societies and the ICRC are willing to provide support, as these interviews with some of the participants demonstrated.
