Section National implementation of international humanitarian law: civil defence The existence of civil defence organizations testifies to the effort undertaken via international humanitarian law to attenuate the losses, damage and suffering to which civilians are exposed as a result of the proliferation of methods and means of warfare. A special distinctive sign identifies civil defence organizations, their personnel and their installations. The ICRC Advisory Service encourages States to adopt national measures in peacetime to ensure that civil defence organizations can protect the population as effectively as possible in wartime.
