Section National implementation of international humanitarian law: national authorities States are primarily responsible for ensuring compliance with international humanitarian law. While measures may also be taken at the international level, it is above all the national authorities (e.g., ministries, parliaments, tribunals, armed forces) that must take action domestically. The ICRC's Advisory Service cooperates closely with the authorities by providing them with legal and technical assistance and promoting the exchange of information. 31-12-1999 Respect for international humanitarian lawThis handbook is designed to familiarize parliamentarians with international humanitarian law and to heighten their awareness of the key role they, as political leaders, can play in promoting its implementation, especially by adopting appropriate national legislation. The work also guides parliamentarians step by step through the measures that States must take to respect and ensure respect for international humanitarian law.
