The Dakar regional delegation focuses on promoting international humanitarian law (IHL) among the armed forces and other bearers of weapons and on encouraging the authorities throughout the region to implement IHL.

It also supports the work of the National Societies, assists victims of violence, such as displaced people in need, and visits detainees, providing them with material aid where necessary.

Opened in May 1991, the Dakar regional delegation initially covered ICRC activities in Cape Verde, Guinea-Bissau, Senegal and Gambia. Later, its responsibilities were extended to include Mali (1993) and Niger (1994).

    Senegal: improving access to health care in the Casamance
    In 2008, Dr Joël Lagoutte carried out two evaluation missions for the ICRC in the Casamance, in the south of Senegal. He talks about the adverse repercussions of the security situation on the health of the local population and the steps which the ICRC is taking to improve access to care and to combat malaria and HIV/AIDS.

    Guinea-Bissau: struggling to survive on Jobel island
    The inhabitants of Jobel are fighting a daily battle against the elements. There is no drinking water and the island is being assailed by the ocean. But from now on, they can count on ICRC support. The organization is constructing rainwater tanks and aims to help improve the fishing yield.

    Casamance: women increase their incomes by cultivating their market gardens
    The clashes between the Senegalese army and the Movement of Democratic Forces in the Casamance (MFDC) in past years forced the people of the Djibidione rural community in the Fogny area in northern Casamance to flee to Gambia. The ICRC has been present in the region since 2004, when it launched aid programmes to meet the needs of the population.

    Guinea-Bissau: ICRC restores running water to São Domingos
    The small town of São Domingos in northern Guinea-Bissau, a few kilometres from the Senegalese border, has lacked electricity since 1998, along with another, even more precious resource – running water. This is in spite of the fact that the Cacheu River runs alongside.

    Towards peace in Casamance
    A fragile peace is emerging in Casamance, after more than 20 years of conflict. Tens of thousands of people, driven from their villages by the fighting have now returned.
