The ICRC’s regional delegation in Washington DC has become a focal point for information on ICRC programmes and operations for US and Canadian government officials, non-governmental organizations and other interested groups and officials.

Its role is to raise awareness of the ICRC’s mandate and to rally political, diplomatic and financial support for ICRC activities and support for implementation of international humanitarian law.

The delegation is responsible for visits to internees in Guantanamo Bay (Cuba), and in Miami, Florida.

It works with the American and Canadian Red Cross societies, particularly in connection with their international activities and their work to spread knowledge of international humanitarian law.

Presence (2009): 29 staff, including 11 expatriates



Delegation to the United Nations in New York

The role of the United Nations – to maintain international peace and security – involves many humanitarian components. The ICRC’s delegation to the United Nations and its agencies and programmes, set up in 1983, is a support and relay station for ICRC operational and legal initiatives. It puts across the ICRC’s point of view and keeps abreast of trends and developments regarding humanitarian issues. In addition, the delegation promotes international humanitarian law.

    We say good-bye to head of delegation Geoff Loane, who is about to take over as head of the ICRC's London office. We also say good-bye to Michael Khambatta, deputy head of delegation since 2007.     This month, the International Red Cross and Red Crescent Movement commemorates the 150th anniversary of the Battle of Solferino. After intense fighting left more than 6,000 dead and 40,000 wounded, Henry Dunant and local women cared for the wounded and dying in the church of Castiglione. The experience prompted Dunant to write A Memory of Solferino, and it was his call to alleviate the suffering of the wounded that inspired the founding of the Red Cross, now the world's largest humanitarian network. Activities this month include a gathering of youth in Solferino itself, while in the United States and Canada, the ICRC is sharing the Our World – At War exhibition with the public.

    On 8 May, the International Red Cross and Red Crescent Movement launched a year-long celebration to commemorate the 150th anniversary of the Battle of Solferino and the birth of the Red Cross/Red Crescent idea. ICRC events around the world are drawing attention to the plight of civilians affected by conflict and encouraging everyone to make a difference. The Our World.     How is international humanitarian law taught in US law schools?
    The International Committee of the Red Cross (ICRC) regional delegation to the United States and Canada and the American University Washington College of Law Center for Human Rights and Humanitarian Law have produced a study to assess the extent to which international humanitarian law (IHL) is taught at law schools in the United States.

    ICRC reactions to the Schlesinger Panel Report
    The Schlesinger Panel Report on the US Department of Defense Detention Operations is a significant document and a welcome example of self-examination in the face of trying circumstances. It draws valuable lessons by naming violations, attributing responsibility, and offering recommendations designed to avoid repetition. At the same time, the Panel Report contains a number of inaccurate assertions, conclusions and recommendations on the legal positions taken by, and the role of, the ICRC, and about the laws of armed conflict.
