The manual is the result of a year’s work and was put together by the PNB with support from the International Committee of the Red Cross (ICRC). Production of this manual was possible thanks to an inter-institutional cooperation agreement signed between the ICRC and the PNB in April 2007. Based on this agreement, the PNB began incorporating the human rights applicable to police work into its doctrines and training.
