The ICRC has been working in Azerbaijan, in the context of the Nagorny Karabakh conflict, since 1992 and continues to monitor the situation of civilians living along the “Line of Contact” with Nagorny Karabakh and the international border with Armenia.

It focuses on the issues of missing persons and on visiting people held in connection with the conflict as well as other vulnerable detainees. The ICRC also supports the authorities in tackling tuberculosis in prisons and in making limb-fitting services available across the country.

The delegation promotes the implementation of international humanitarian law and its integration into the training of the armed forces as well as into university courses and school curricula. It supports capacity-building within the Azerbaijan Red Crescent Society.

In Nagorny Karabakh, it also supports primary health care services.

Azerbaijan: TB mortality rate in prisons is decreasing
With the support of the ICRC, the TB mortality rate in Azerbaijani prisons has decreased 10-12 fold since 2000. Just a few years ago, a 38 year-old detainee could never have imagined that he would not only survive TB, but be fully cured.

Azerbaijan: improving access to treatment for tuberculosis in prisons
When Natiq Agiyev was sixteen years old he watched his older brother Shahin fade away over the course of a year. He remembers that doctors did not want to look after his brother because his family could not find money for the treatment of Shahin's tuberculosis (TB).

Nagorny Karabakh: the lasting consequences of an unresolved conflict
Twelve years after the cease-fire between Armenia and Azerbaijan, ICRC protection and assistance activities continue. The fate of thousands of missing persons remains unknown. Mines and unexploded ordnance continue to kill and maim. Many displaced persons have still not been able to go home.
