Afghanistan - ICRC Annual Report

Having assisted victims of the Afghan armed conflict for six years in Pakistan, the ICRC opened a delegation in Kabul in 1987. Its current operations focus on: protecting detainees and helping them keep in contact with their families; monitoring the conduct of hostili-ties and acting to prevent IHL violations; assisting the wounded and disabled; supporting hospital care; improving water and sanitation services; promoting accession to and imple-mentation of IHL treaties and compliance with IHL by military forces; and strengthening the Afghan Red Crescent Society.
