Active in Nigeria during the Biafran war (1966–70), the ICRC established a delegation in Lagos in 1988, relocating to Abuja in 2003. It seeks to protect people affected by violence and works to enhance the Nigerian Red Cross Society’s capacity to respond to emergencies countrywide, particularly in the Niger Delta and in the north. It supports the National Society’s tracing and IHL dissemination activities. Working with the authorities, the armed forces, the police, civil society, and the Economic Community of West African States, the ICRC pro-motes awareness of IHL and its national implementation.
