The article focuses on the crucial problem of the choice of means in protecting civilians and on the possible impact on humanitarian action of the concept of the Responsibility to Protect (R2P), which was at the basis of the intervention in Libya.
Biography
Bruno Pommier is humanitarian action advisor to the International Committee of the Red Cross (ICRC). He has undertaken a number of missions as an ICRC delegate, as well as with other organizations, in the Balkans, the North Caucasus, the Occupied Palestinian Territories, Chad, and Pakistan.
