This, the 19th debate hosted by the ICRC delegation in France, will be held in the Grand Palais, Paris.
The event will take place from 5 to 7 p.m. and will be streamed live (in French only) on the Facebook page of the delegation’s blog ("L'humanitaire dans tous ses Etats").
Participating in the debate will be: Nicolas Arpagian, scientific director of the digital security course at France's National Higher Education Institute of Security and Justice; Lieutenant-Colonel Nathalie Durhin, head of the office for the law of armed conflict, directorate for legal affairs, at the French Ministry of Defence; and Yves Sandoz, from the International Committee of the Red Cross. They will address several questions, including: Cyber space – has the battlefield gone global? Are cyber warfare and its effects covered by international humanitarian law? How should assistance and protection work be organized? Are humanitarian actors ready?
