On what does the ICRC base its preparations? What do you think will be the probable outcome or consequences of the war in Iraq?

The ICRC's preparations are based on what it believes it will require to respond to the needs that could arise. The ICRC will not speculate on the possible number of people killed, injured, displaced or made refugees by this conflict. What needs to be stressed is that strict compliance with the rules of international humanitarian law will at least mitigate the suffering and reduce the number of casualties.
