The ICRC Regional Delegation for the United States and Canada is troubled to share the news that eight of our colleagues are being held by an armed group in the eastern Democratic Republic of Congo (DRC). [Our colleagues were released safely just after this edition appeared -- see below]. ICRC Deputy Director of Operations Dominik Stillhart, explains how difficult it is for the ICRC to operate in some areas. We share the ICRC's position on nuclear weapons, followed by summaries of recent ICRC-sponsored IHL workshops. Next, we tackle a reader's question about non-international armed conflict and we finish with a look at the IHL databases that the ICRC maintains online and announce the release of the Customary IHL Study in digital form.
