Sudan: presenting IHL to southern Sudan's legislative assembly

Over fifty members of the Southern Sudan Legislative Assembly took part in presentations and discussions on International Humanitarian Law (IHL) and the work of the ICRC in Southern Sudan on Friday 26th May in the Assembly Hall in Juba.

 The following was issued as a press release by the ICRC delegation in Khartoum on May 26   

The day-long seminar was the first of its kind to be held with this audience, and aimed at promoting dialogue with the authorities on key issues of IHL and the ICRC's role in the development and promotion of the law.

It also focused on the mandate and activities of the ICRC, the emblems of the Red Cross and Red Crescent Movement and its Fundamental Principles.

As Magne Barth, the head of ICRC Mission in South Sudan explained during his speech of welcome, the ICRC is mandated to promote and enhance respect for International Humanitarian Law around the world.

" We strongly believe that information and dialogue on the law fosters awareness, changes attitudes, and increases respect for the law, " he commented. " We believe changed attitudes, combined with laws and proper implementation systems can make a difference for people affected by armed conflict. "

The director of the Juba branch of the Sudanese Red Crescent Society, mentioned that the National Society works in close partnership with the ICRC in spreading knowledge about IHL. It also works to restore links between families separated by conflict, and prepares staff and volunteers to respond to humanitarian emergencies.

Representing the Speaker of the Assembly, the Chairperson of the Committee for Security and Public Affairs said that the SPLM is committed to respect, and ensuring respect for International Humanitarian Law. He sai d the Government of Southern Sudan is currently restructuring its Armed Forces so as to provide adequate and relevant training for its soldiers in line with professional standards.

He also remarked that the day's seminar was important as a way for the Assembly members to " be informed, so that we in turn can pass on the message to our constituency members. "

" The ICRC in southern Sudan is pleased to start this cooperative work today with the Legislative Assembly, " Magne Bath concluded.

" We hope it will be the first step on a road we will walk together during the interim period of the Comprehensive Peace Agreement (CPA), and thereafter during the months and years to come. "
