06-12-2011 News Release 11/253
Geneva/Jerusalem (ICRC) – Ahmed Attoun, a member of the Palestinian Legislative Council, was forcibly transferred to Ramallah by the Israeli authorities on 06 December. He staged a sit-in on the premises of the International Committee of the Red Cross (ICRC) in East Jerusalem from 1 July 2010 until he was arrested on 26 September 2011.
Under international humanitarian law, East Jerusalem is an occupied territory, and Palestinians in East Jerusalem are protected persons within the meaning of Article 4 of the Fourth Geneva Convention of 1949. Article 49 of the Fourth Geneva Convention prohibits Israel, regardless of its motive, from forcibly transferring Palestinians and the ICRC urges the Israeli authorities to rescind the order to expel Mr Attoun.
