South Africa: experts discuss children in war, prosecution of war crimes

Pretoria (ICRC) – The International Committee of the Red Cross (ICRC) and South Africa's Department of International Relations and Cooperation are preparing to host a regional seminar on issues relating to international humanitarian law. The event, which will take place in Pretoria from 23 to 26 August, will bring together 28 representatives from 15 countries across Africa.
''The discussions will focus on children associated with arms carriers, the prosecution of war crimes, and the convention on internally displaced persons in Africa," said Julie Tenenbaum, an ICRC legal adviser based in Pretoria. She added that the seminar – an annual event taking place for the 11th time – will tackle the latest developments in international humanitarian law and the current state of its implementation in the region. ''We will also share views on the convention on cluster munitions, on nuclear weapons in a changing environment, and on anti-terrorism legislation and its impact on humanitarian activities."
International Relations and Cooperation Deputy Minister Ebrahim Ebrahim will officially open the seminar together with Gherardo Pontrandolfi, head of the ICRC's regional delegation in Pretoria.
The participants, all of whom are government experts covering legal and humanitarian issues, will represent Angola, Botswana, Kenya, Lesotho, Malawi, Mauritius, Mozambique, Namibia, Rwanda, Seychelles, South Africa, Swaziland, Uganda, Zambia and Zimbabwe. They will discuss the implementation of various treaties and review progress made in ratifying and incorporating them in their own countries' legislation.
