Second Central Asian Course on IHL held in Uzbekistan

Prominent scholars and experts in the field of international humanitarian law (IHL) gathered in Samarqand from 22 October to 30 October to teach a nine-day course for students and young lecturers of Central Asia.
The course was conducted in cooperation with the Ministry of Foreign Affairs and the Ministry of Higher and Secondary Specialised Education of the Republic of Uzbekistan.
The course aimed to further develop the academic knowledge and skills of the students and lecturers from the region to enhance their understanding of contemporary issues of the law of armed conflicts. 32 students and lecturers selected from over 320 applicants, as well as State officials and staff members of the National Red Crescent Societies of Central Asia, participated in the event.
Each module of the course was dedicated to a current topic of IHL and consisted of a presentation, a case study, an analysis and a discussion. Participants had the opportunity to listen to and exchange views with renowned guest lecturers such as Professors Eric David (Université Libre de Bruxelles), Jean-Yves de Cara (Judge ad hoc at the International Court of Justice, The Hague), Aslan Abashidze (Russia's Peoples'Friendship University, Moscow) and Doctor Heike Spieker (Department of International Law, German Red Cross).
The lecturers tackled, among other themes, the following aspects of IHL: the adequacy of international humanitarian law to the contemporary types of conflicts, the qualification of crimes against humanity under international law, the principle of universal jurisdiction and the application of IHL in non-international armed conflicts.
