Section IV : On the rights and duties of the belligerent with regard to enemy property - Art. 47.

Art. 47. Vessels used exclusively for fishing along the coast and for local trade. Vessels used exclusively for fishing along the coast, or for local trade, under which term are included those used exclusively for piloting or for light-house service, as well as the boats meant principally for the navigation of rivers, canals, and lakes, are exempt from seizure, together with their appliances, rigging, tackle and cargo.

It is forbidden to take advantage of the harmless character of said boats in order to use them for military purposes while preserving their peaceful appearance.
