Children benefiting from ICRC and Russian Red Cross food assistance in Daghestan – In 2006 the ICRC came to the aid of over 18,000 of the most vulnerable IDPs from Chechnya in Ingushetia and nearly 8,700 displaced people in Daghestan. Many of the IDPs in both republics are largely dependent on humanitarian assistance. The ICRC maintains a dialogue with authorities in the republics to ensure that any returns to Chechnya take place on a voluntary basis and only when acceptable security and shelter conditions allow for a return to the place of origin.
