Submunitions that have been found, deactivated and now await destruction. The danger posed by cluster munitions to civilians is not confined to Lebanon. Cluster munitions have had serious humanitarian consequences in almost every conflict in which they have been used, including in Laos, Afghanistan, Kosovo and Iraq. Nearly four decades of experience with cluster munitions use has demonstrated that these weapons are a severe and persistent problem during and after armed conflicts. This is why the International Committee of the Red Cross (ICRC) has called on governments to stop their use and to adopt a new international treaty that will put an end to the human suffering caused by cluster munitions.
