Simon M. Meisenberg
The author is a Research Associate at the Institute for International Law of Peace and Armed Conflict in Bochum, Germany and a Ph.D. candidate in international law at the Ruhr University Bochum. In 2003 the author worked at the Special Court for Sierra Leone. The author would like to thank James G. Stewart and Matteo Crippa for their criticism of an earlier version of this paper.
