Following the signing of a ceasefire in Sri Lanka in 2002, both the government and the Liberation Tigers of Tamil Eleam (LTTE) requested that the ICRC monitor two crossing points between government and LTTE-held areas. The following year, the ICRC registered three million civilians crossing in both directions and 430,000 trucks. The prevention of misunderstandings about rules and procedures has contributed to the maintenance of confidence in the ceasefire.
