The ICRC's mandate to provide protection and assistance to people caught up in conflict remains as essential as ever, while its ability to do so depends on a deep and wide-reaching acceptance of its neutrality and independence.

The ICRC's reputation as a neutral and impartial intermediary allows it to maintain a dialogue with the military and police forces in many different parts of the world, enabling it to disseminate knowledge on international humanitarian law and to try to ensure conflicts are fought in line with the proper rules of conduct. Its relations with the military also support concrete reforms such as banning the recruitment of minors into the armed forces.
