The ICRC's mandate to provide protection and assistance to people caught up in conflict remains as essential as ever, while its ability to do so depends on a deep and wide-reaching acceptance of its neutrality and independence.

The ICRC's principles of neutrality and impartiality help it to maintain an extensive presence in places of detention worldwide. It holds private meetings with detainees and approaches the detaining authorities in a confidential way to negotiate improvements to conditions where necessary. In 2003, the ICRC visited almost 470,000 detainees held in nearly 2,000 detention centres in 80 countries around the world.
