| Section The ICRC in Argentina Regional delegation in Buenos Aires Other countries covered: BrazilThe ICRC in Brazil, ChileThe ICRC in Chile, ParaguayThe ICRC in Paraguay, UruguayThe ICRC in Uruguay The ICRC regional delegation in Buenos Aires, established in 1975, visits security detainees in Chile and Paraguay and monitors the situation in selected prisons in Brazil. This regional delegation focuses on promoting the incorporation of IHL into national legislation, the operational procedures, manuals and training programmes of armed forces and the curricula of academic institutions. The delegation also works with police forces on the integratin of human rights law applicable to the use of force in situations of violence. In addition, it spreads knowledge of IHL among authorities, schools, media and the public. Finally, the regional delegation contributes to developing the operational capacities of the region’s National Societies and assists them in their humanitarian work.
