The ICRC in Argentina
Regional delegation in Buenos Aires

The ICRC regional delegation in Buenos Aires, established in 1975, visits security detainees in Chile and Paraguay and monitors the situation in selected prisons in Brazil.
This regional delegation focuses on promoting the incorporation of IHL into national legislation, the operational procedures, manuals and training programmes of armed forces and the curricula of academic institutions. The delegation also works with police forces on the integratin of human rights law applicable to the use of force in situations of violence. In addition, it spreads knowledge of IHL among authorities, schools, media and the public.

Finally, the regional delegation contributes to developing the operational capacities of the region’s National Societies and assists them in their humanitarian work.

    Falklands / Malvinas conflict: ICRC action for prisoners of war
    When Argentina and the United Kingdom went to war over the Falkland / Malvinas Islands in 1982, Edmond Corthésy was head of the ICRC's regional delegation in Buenos Aires. From the mainland, he directed all the activities that the organization carried out in connection with the conflict. In the following interview, he recalls some of those activities, especially the ICRC's efforts to assist prisoners of war.

    Falklands / Malvinas conflict: "We felt that visiting the graves would help the families come to terms with their grief"
    In 1991, several years after the war in the South Atlantic had ended, the families of Argentine soldiers killed in battle travelled for the first time to the Falkland / Malvinas Islands, under ICRC auspices, to visit the military cemetery in Darwin. Edmond Corthésy, an ICRC delegate who took part in the operation, explains why the ICRC supported this initiative.
