Background information


The ultimate aim of ICRC engagement in PRCS-L (Palestinian Red Cross Society – Lebanon) hospitals is to improve access for the Palestinian refugees to essential effective health care services during situations of armed conflict and violence.

The adequacy, safety and rational use of resources for hospital equipment are essential aspects, together with good clinical practice and hospital environment safety, which the ICRC strived to achieve in the past two years of engagement in the PRCS-L hospitals.

The BME will work in close collaboration with the PRCS-L hospital staff in order to set, right from the start, the basis for sustainable achievements and PRCS-L ownership of the program.

Main responsibilities
  • Together with the PRCS-L Central Maintenance Workshop (CMW) staff, ensure the assessment of the five (5) PRCS-L hospital's key medical equipment in the Emergency Room (ER), the Operation Theatre (OT), the Intensive Care Unit (ICU) and the Maternity, Laboratory and Radiology departments.
  • Liaise with PRCS-L Head Quarters, the CMW manager and the hospital equipment managers in order to advice in updating / strengthening an internal policy for purchase, distribution, use and maintenance, following a clear Plan of Action with time limits.
  • Support the PRCS-L in the standardisation of key medical equipment
  • In collaboration with the PRCS-L CMW manager identify training needs for the PRCS-L CMW maintenance team and for hospitals staff designated by the PRCS-L CMW manager
  • Support the CMW manager in drafting a project proposal for a long term support to the CMW.
Selection requirements

  • Experience in dealing with hospitals in a limited resources environment
  • Biomedical Engineer, with sound technical expertise in selecting, installing and managing medical equipment at hospital level
  • Technical skills in maintenance repair of bio medical equipment
  • Experienced in teaching and training
  • Ability to put forward in a clear and objective way the options proposed
  • Excellent command of English both oral and written, Arabic an asset
  • Driving licence (manual – automatic is not sufficient)
