Profession: Hospital Project Managers
in the field

Introduction

The International Committee of the Red Cross (ICRC) is in the continuous process of adapting and improving the implementation of health projects for conflict affected populations. One specific field is project management, related to hospital assistance.

ICRC hospital projects range from independent ICRC hospitals; support to existing structures with or without expatriate personnel; development and capacity building in clinical, technical, management and administration fields; technical support to Ministry of Health on hospital matters; to mobile surgical teams. Responding to the different needs and contexts flexibility, competence and experience is required.

Function

The Hospital Project Manager is the focal point for all matters related to the hospital and is the leader of the hospital management team.

S/he is responsible for project policies and their coherence and efficiency. S/he elaborates plans of action with the hospital team, Health Coordinator and Head of (sub)-delegation, mobilises resources, monitors and reports on the achievement of the objectives as per the annual planning process and the related plans of action and provides technical support to the health staff.

S/he represents the ICRC in relation to authorities and organisations relevant to the hospital project.

Main Tasks
  • Develops and maintains regular contact with the Health Authorities and updates them on progress made and problems encountered
  • Organises and leads regular health meetings with the hospital team
  • Organises briefings and debriefings of expatriate medical staff, ICRC delegates, and visitors
  • Participates in financial management in collaboration with the Hospital Administrator
  • Is the overall responsible for HR management and disciplinary procedures involving all categories of medical expatriate staff working at the hospital
  • Maintains all reporting systems on hospital activities and objectives achievements

Selection requirements
  • Health professional
  • ICRC Institutional and field experience desirable
  • Minimum of 5 years of professional experience in project management and/or management at hospital level, humanitarian field an asset
  • Experience in the use of Logical Framework in developing and implementing projects
  • Public Health experience an asset

  • Prepared to accept unaccompanied postings during the first 24 months of collaboration
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds
  • Ability to supervise and direct staff and lead a team effectively in order to achieve the desired goals
  • Leadership, strong team and staff management skills, capacity to supervise complex health program, analytical skills
  • Strong communication, networking and negotiation skills, strong strategic and creative thinking, flexibility and open management style
  • Computer proficiency in Microsoft Office
  • Excellent command of the English language. In some contexts French, Spanish or other languages may be required
  • Driving licence (must cover manual transmission – a licence for automatic-transmission vehicles only is not sufficient)

Minimum length of assignment 12 months
