The Paris delegation, set up in 2000, is part of the ICRC's European network for humanitarian diplomacy. The delegation seeks to promote debate on humanitarian issues, promote international humanitarian law (IHL) and generally make the ICRC's mandate and work better understood.

Its target audiences include the French authorities and the diplomatic community, plus representatives of foreign political movements based in France. It makes presentations on the ICRC and IHL to the armed forces and Gendarmerie, and has widespread contacts with the academic world, NGOs and the media.
