The ICRC has been working in Azerbaijan, in the context of the Nagorny Karabakh conflict, since 1992 and continues to monitor the situation of civilians living along the “Line of Contact” with Nagorny Karabakh and the international border with Armenia.

It focuses on the issues of missing persons and on visiting people held in connection with the conflict as well as other vulnerable detainees. The ICRC also supports the authorities in tackling tuberculosis in prisons and in making limb-fitting services available across the country.

The delegation promotes the implementation of international humanitarian law and its integration into the training of the armed forces as well as into university courses and school curricula. It supports capacity-building within the Azerbaijan Red Crescent Society.

In Nagorny Karabakh, it also supports primary health care services.

Presence (2009): 91 staff, including 10 expatriates
