29th International Conference of the Red Cross and Red Crescent - Protecting Human Dignity
The 29th International Conference - grouping the National Societies, their International Federation, the ICRC and the States party to the Geneva Conventions - was held in Geneva, 20-21 June 2006

The three main objectives of this 29th International Conference were:

  • to consider and adopt amendments to the Statutes of the International Red Cross and Red Crescent Movement consequent upon the adoption on 8 December 2005 of the Protocol Additional to the Geneva Conventions of 12 August 1949, and relating to the Adoption of an Additional Distinctive Emblem;

  • to consider and decide upon the proposed name of "red crystal" for the distinctive emblem of Protocol III;

  • to create a framework for the recognition and admission of the Palestine Red Crescent Society.

These objectives were achieved with the adoption by the Conference of its resolution1. As an immediate result after the closing of the Conference, the Palestinian Red Crescent and the Magen David Adom in Israel were recognized by the ICRC and admitted as members of the International Federation Red Cross and Red Crescent Societies.

    Since they were adopted, the red cross and red crescent emblems have provided protection to millions of war victims but they have also given rise to repeated difficulties and virtually continuous debate. The aim of this article is to recount the history of the emblem issue and to outline the strategy and steps followed in solving a problem that had remained pending for far too long. The article takes account of the developments up to 15 January 2007.
