National IHL competition in Israel - 2008

The second national IHL competition took place in Israel on 24-27 November 2008. The competition was organized by the ICRC delegation in Israel, the Occupied and Autonomous Territories, in the framework of its ongoing cooperation with Israeli academic institutions dating back to 2003. This year's competition built upon the great success of the first national IHL competition that took place in December 2007. The 2008 competition served, as last year, to further strengthen the place of international humanitarian law (IHL) within the Israeli academic discourse, and raised awareness and interest in IHL amongst Israeli students of law and international relations.

Students from six Israeli academic institutions competed during the second National competition on IHL, during which they were evaluated by a jury of four international law experts. All participants underwent several rounds of simulations that not only tested their knowledge of IHL, but also their ability to apply it to real-life situations. In between tests, the students attended additional training sessions conducted by the international experts serving as jurors for the competition, as well as IHL practitioners from Israeli society. Following the preliminary rounds, two teams – one from the Hebrew University of Jerusalem and another from Haifa University – were selected for the final event that was open to the public.

The winning team at this year's competition was from Haifa University, and was comprised of Mr. Nicolas Gipps, Mr. Tomer Goldberg and Mr. Daniel Tsirulnikov (see team F in the list of Participating teams - 2008 competition). The winning team was awarded a bursary to fund its participation in the international Jean-Pictet Competition on IHL. Mr. Ido Rosenzweig was awarded the Uriel Masad Award for the competition’s best speaker.

The second national IHL competition was co-sponsored by the Royal Norwegian Embassy, the Embassy of the United Kingdom and the ICRC. The case study and scenarios for the 2008 competition was developed jointly by the ICRC legal team, and the law firm of Herzog, Fox & Neeman.
