Developments in the legal protection of internally displaced persons – 10 years of experience since the guiding principles
It has been 10 years since the Guiding Principles on Internal Displacement were presented to the UN Human Rights Committee. They resulted from the greater awareness at the United Nations in the early 1990s of the displacement phenomenon. The process of drafting the Guiding Principles - to which the ICRC actively contributed - and the reports by the special representative revealed several strands of thought.
