Manila (ICRC) – The Vice-Governor of Sulu, Lady Ann Sahidulla, who is also chairperson of the local Red Cross chapter in Sulu, has been able to visit the three kidnapped workers from the International Committee of the Red Cross (ICRC), who are being held by unidentified captors in the southern Philippines.

Humanitarian workers often work in places where security is a serious concern. This is especially so in countries where an armed conflict is ongoing. For members of humanitarian organisations, the general principle regarding the protection of civilians is strengthened by other specific rules of international humanitarian law.

    Health care: one of the first casualties of war
    When armed conflict breaks out, hospitals and health workers are sometimes attacked, ambulances can be prevented from reaching the wounded and a lack of basic services, like water and electricity, can bring surgical procedures grinding to a halt. The ICRC’s chief war surgeon, Marco Baldan, explains why health care must be better respected and protected in situations of armed violence.
