Respecting and ensuring respect for International Humanitarian Law
The obligation to respect and to ensure respect for humanitarian law is a two-fold obligation, for it calls on States both “to respect” and “to ensure respect” the Conventions.


“To respect” means that the State is under an obligation to do everything it can to ensure that the rules in question are respected by its organs as well as by all others under its jurisdiction. “To ensure respect” means that States, whether engaged in a conflict or not, must take all possible steps to ensure that the rules are respected by all, and in particular by parties to conflict.

      Improving Compliance with International Humanitarian Law - ICRC Expert Seminars
      The International Committee of the Red Cross, in co-operation with other institutions and organizations, organized a series of regional expert seminars on the topic "Improving Compliance with International Humanitarian Law." The seminars were organized as part of the preparation for the 28th International Conference of the Red Cross and Red Crescent. Five seminars were held: in Cairo (23-24 April 2003), Pretoria (2-3 June 2003), Kuala Lumpur (9-10 June 2003), Mexico City (15-16 July 2003), and Bruges, Belgium (11-12 September 2003).

      Increasing respect for international humanitarian law in non-international armed conflicts
      The most widely prevalent type of armed conflict today is non-international in nature. It involves hostilities between government armed forces and organized non-State armed groups or is carried on among members of such groups themselves. A major challenge has always been how to make the rules of IHL known to the opposing sides and how to ensure they are applied.
