Section III : On means of injuring the enemy - Art. 25.
    Art. 25. Bombardment. The bombardment of undefended ports, towns, villages, dwellings, or buildings is forbidden.
    A place cannot be bombarded solely because submarine automatic contact mines are anchored off its coast.
