. -- PROFESSIONAL QUALIFICATIONS OF NEUTRAL MEMBERS
The experts who met at Geneva in 1945 considered that, from the medical point of view, it was fully as desirable to have a surgeon as a general practitioner on each Commission (1). It was also recommended that military medical officers should be elected in preference to civilian practitioners, but no provision to that effect was included in the present Regulations.
It is desirable, on the other hand, in order to facilitate the appointment of Commissions, that the health services of neutral countries should draw up in advance, or upon the outbreak of a conflict, a list of qualified doctors prepared to serve on Mixed Medical Commissions. These lists would be kept available to the International Committee of the Red Cross and to Protecting Powers.
