In the Stockholm Draft this text had been incorporated in the extensive Article dealing with religion which will be found below (Article 93
The Diplomatic Conference thought it preferable to mention in the statement of rules concerning the housing of internees, the obligation laid on the Detaining Power to provide premises suitable for religious services.
It does not seem essential that these premises should be set aside exclusively for religious services. The parallel text in the Prisoners of War Convention (Article 34, paragraph 2
) speaks of "adequate" premises. In both cases, it should be understood that the premises where services are held should be sufficiently spacious and clean and so built as to give effective shelter to those attending the services.
