Zambia: students of the National Institute of Public Administration introduced to international humanitarian law.

HARARE - On 23 September 2004, the ICRC conducted a half-day seminar at the National Institute of Public Administration (NIPA) in Lusaka.

The 33 students participating in the session were presented with a module on international humanitarian law, as well as an introduction to the International Red Cross and Red Crescent Movement and to the ICRC's mandate and activities worldwide and in Zambia. The chief consultant of the NIPA's legal services division also participated in the session.

Among other professionals the NIPA trains future governmental civil servants. The particular group of students chosen for this session are currently preparing for the certificate in international human rights law.

The topics presented led to lively discussions and exchanges, notably on the current international conflict in Iraq, the International Criminal Court as well as the issue of the application of IHL in the context of international terrorism.

The ICRC cooperates with the NIPA in order to support the introduction of the teaching of international humanitarian law into the curriculum of the institute. An extensive set of literature is already at the disposal of all students within its library.
