Vacancy: Movement Cooperation Finance and Administration Officer

The ICRC Regional Delegation in Pretoria is recruiting an experienced, highly motivated and qualified person to till the position of:

Movement Cooperation Finance and Administration Officer

The purpose of this position is to prepare, reconcile and analyse the accounting records and financial reports of the Cooperation programme and other relevant programmes implemented with National Societies (NS); develop and/or adapt finance and administration working tools; and provide coaching to ICRC and NS staff on financial procedures and best practices in finance management.

Minimum required qualification & experience:

  • Degree or diploma in accountancy, finance management, administration.

  • 3-5 years of work experience in a similar field, ideally with an international or civil society organisation.

  • Experience in project and program management, especially from a finance point of view an asset.

  • Ease with figures, budgets and financial follow up.

  • Excellent command of written and spoken English.

  • Excellent computer skills. Knowledge of accounting and finance management software an asset.

  • Availability and willingness to travel to other countries.

  • Good interpersonal and problem solving skills.

Function description:

  • Take active part in annual planning and budget preparation, internal financial & narrative reporting.

  • Coordinate with other ICRC departments implementing projects with NS, process and prepare the necessary documentation for transfers of funds to NS.

  • Track expenses and financial implementation of projects by each NS.

  • Control accounting documents including invoices, vouchers and ensure all supporting documents are valid.

  • Post accounting entries in the accounting software on a regular basis

  • Contribute to drafting agreements (Memoranda of Understanding, Partnership Framework Agreements, Project Agreements) with NS.

  • Conduct Financial Capacity Assessments and support NS on the implementation of recommendations.

  • Support and provide coaching to Cooperation Officers in other sites, as well as non-Cooperation colleagues.

  • Develop, improve and/or adapt finance and administration processes, working tools, procedures used by the regional Cooperation and non-Cooperation teams in implementing their respective programmes with NS.

  • Prepare and follow up on Requisition Orders and other Logistics services.
