The ICRC Brussels Delegation is looking for a suitable candidate to fill the following position: Missing Project Community Manager, (Location Brussels – Resident position).
Contract: resident – full time - as per Belgian work legislation and social security scheme
Salary conditions: are based on the remuneration package of ICRC Brussels as per relevant experience, within (internal) Belgian salary scales and grading
Starting date: November 2018

Purpose of the post
The ICRC's Missing Persons Standard Setting Project seeks to engage affected countries, stakeholders and experts in order to address the problem of missing persons linked to conflict and migration through the creation of comprehensive international standards and a community of practice.
Within the ICRC and the international community dealing with the missing persons matter, there is a growing recognition of the need to build communities of practice in order to foster a multidisciplinary approach, boost knowledge sharing and improve overall efficiency and collective performance. The Missing Persons Project is at the forefront of ICRC efforts to introduce such communities combining digital platforms, social media and a broad range of outreach methods to improve collaboration both internally and with external partners and stakeholders.
Under the supervision of the Head of the Missing Project and in collaboration with the Missing Project Team and with the support of the Project Officer, all of whom are located in Geneva, s/he:
I. Main responsibilities:
Develops the overall approach to creating and maintaining a community of practice for the Missing Persons Project;
Sets-up and maintains multiple thematic groups serving the different project pillars;
Actively engages internal and external stakeholders/partners in order to increase support for, and participation in, the community of practice;
Designs, facilitates, coordinates and promotes community events and activities globally.
II. Specific responsibilities:
A. Strategic and business: (includes the program management, governance, advocacy and training required for the organization to understand the new approach):
Designs and sets up a community of practice concept for the missing project including but not limited to a digital communication platform (Jive®) and the use of multiple social media platforms;
Develops community communication and engagement strategies for each of the project pillars; Designs and disseminates technical information and training materials internally and externally;
Measures and reports community performance.
B. Engagement and people: (enable relationship development, understanding motivations and the design of social environments that reward individuals). S/He:
Mobilizes and engages members from the community (relevant external stakeholders and experts and from across the ICRC); Facilitates and encourages connections among members; Initiates monthly calls or meetups to drive the community activities; Monitors daily activities and responds to community member requests involving substantive focal points and experts as required; Promotes and manages influencers and highlights ideal member behaviors.
C. Content development: (enable the creation of multi-modal content and programming designed to build engagement and drive value from multiple segments):
Develops and manages an editorial global calendar for project related activities; Creates rules related to the use of tags/metadata and ensures their application by community members;
Creates text-based content (weekly update, blog posts, newsletters, etc.); Curates, manages and shares content of interest to members; Plans and facilitates community programs that trigger member engagement;
Manages/ensure the adequate filing of the content and its updates including through creation of a digital knowledge base.
D. Technical: (includes an understanding of the need for and implications of platform architecture, integration and analytics): Manages and administers the community platform and tools including social media accounts; Researches and recommends community tools; Ensures the seamless inclusion of JIVE® and Starmind® into the Missing Project ecosystem; Follows procurement management activities linked to the maintenance of the online community for internal and external audiences.
Demonstrated capacity to mobilize people and encourage voluntary participation;
Strong commitment and capacity to convey humanitarian motivation;
Strong team player;
Master's degree (or equivalent) in communication, journalism, social entrepreneurship or other relevant disciplines;
At least five years of past work experience in community engagement, social entrepreneurship, public or internal and/or digital communication, journalism or humanitarian affairs;
Fluency in English with excellent writing skills;
Excellent command of Microsoft Office applications (Word, Excel, PowerPoint), SharePoint Spaces/Wiki & knowledge of MS Project.
Previous experience in working with digital community platforms, e.g. Jive, and social media;
Fluency in additional languages, especially French/Spanish/Arabic;
Field experience in a humanitarian and/or missing persons context;
Ability to manage cross-team projects and to work efficiently and effectively across multiple priorities while keeping a client focus.
