Kyrgyzstan: ICRC signs detainee visits agreement

On 14 August the ICRC signed a cooperation agreement with the Kyrgyz authorities on humanitarian activities on behalf of detainees.
The agreement grants ICRC delegates access to places of detention under the responsibility of the Ministry of Justice and to security detainees in particular. An official ceremony took place on 21 August in Bishkek which was attended by the Kyrgyz Vice-Minister of Justice and the ICRC regional delegate based in Tashkent. Visits to places of detention are conducted in accordance with the ICRC's standard working procedures, which include holding private interviews with detainees and repeating the visits as frequently as is deemed necessary.
The ICRC welcomes the signing of this agreement and looks forward to further developing its dialogue on issues of humanitarian concern with the Kyrgyz authorities.
The ICRC has been visiting security detainees in Kyrgyzstan since 2001.
