Council of Delegates 2011
A one-day meeting of the Movement's Council of Delegates on 26 November 2011 preceded the International Conference. This event brought together all the components of the Red Cross and Red Crescent Movement to discuss how the Movement could best respond to pressing humanitarian challenges. Discussions focused on the Movement’s position on nuclear weapons, furthering support to National Societies working in armed conflict and other situations of violence and on how the Movement works with humanitarian actors outside the Movement.
Movement position on nuclear weapons
The Council adopted a milestone resolution: "Working towards the elimination of nuclear weapons," which defines the Movement’s position on nuclear weapons. The resolution appeals to States to ensure that nuclear weapons are never again used, and to pursue with urgency and determination negotiations to prohibit and eliminate nuclear weapons through a binding international agreement.
National Societies preparing for and responding to armed conflict and other situations of violence
This resolution sets out concrete measures to enhance the ability of National Societies to alleviate human suffering and to save lives in armed conflict and other situations of violence.
Implementation of the memorandum of understanding between the Palestine Red Crescent Society and the Magen David Adom
A further step towards complete implementation of this 2005 memorandum was achieved after the adoption of a draft resolution outlining the way forward. The draft resolution was then taken up during the International Conference.
In addition, the Council adopted resolutions on:
- preserving the historical and cultural heritage of the International Red Cross and Red Crescent Movement;
- Movement components' relations with external humanitarian agencies;
- the strategy for the International Red Cross and Red Crescent Movement;
- the revision of National Society statutes and legal bases.
