Freedom of movement is referred to in Article 81, paragraph 2
. It implies access to the necessary transport facilities to visit the places concerned. It is of course understood that the Detaining Power may send an escort with the prisoners' representatives. Shipments are under the care of the Detaining Power and the official transport authorities. From the moment when those authorities have completed their task, however, the prisoners' representatives must be able to carry out a check.
