The ICRC Regional Delegation for East Asia based in Beijing
seeks to fill the following position:

HR Officer 1, 100%

Job purpose:

Under supervision of HR manager, HR Officer 1 mainly contributes to the compensation & benefits, HR administration including HR information system maintenance, recruitment and other HR related tasks and files.

Responsibilities:

Payroll, compensation and benefits, social charges contribution, individual income tax

  • Prepare monthly payroll and social charges contribution for all local staff; provide support and handle payroll related request and questions; prepare monthly statements and reconciliation.
  • Coordinate salary payment, and manage income tax deduction at source, in collaboration with the relevant units and personnel agency of Ministry of Foreign Affairs (MFA)
  • Develop and streamline payroll process following changes in legislation or internal regulations and guidelines
  • Support HRM in the annual salary review exercise and review of the salary scale of the delegation with support from HQ
  • Ensure social security registration and tax obligation in collaboration with the personnel agency of MFA
  • Assist to perform annual legal compliance check and regular internal audit;
  • Monitor the effectiveness of and compliance of compensation & benefits policies and practices with ICRC guidelines and local legislation; responsible for the overall Employee pension funds contributions, income tax & medical insurance files in collaboration with Staff Health Officer
  • Actively participate in compensation & benefits projects as and when required

Recruitment

  • Facilitate the recruitment process, including job opening, longlisting, assessment & test, interview arrangement, reference checks, job offers, administration enrolment with the personnel agency of Ministry of Foreign Affairs (MFA)
  • Facilitate the on-boarding of new-recruited staff, ensure new staffs are welcome and well-integrated.
  • Support line managers on the probationary evaluation of the new recruited staff, contract management and contractual relationship

Staff administration and HR Information System management

  • Monitor the compliance of HR administration with local legislation and ICRC guidelines
  • Act as HR administrator, manage HR information system (HR space and Strategic) with complete and accurate personnel information; archive all HR documents and files in accordance to ICRC guideline and local legal legislations
  • Keep record and ensure that the staff related data both in archive and HRIS are accurate and of good quality
  • Monitor time and leave management of local staff in the delegation and propose improvement measures to be taken when necessary
  • Provide administrative support for staffs, when necessary, work certificate, employment certificate in collaboration with the personnel agency of MFA;

REQUIREMENTS

Certification & Education Required

  • Bachelor's degree or equivalent in a relevant discipline
  • Fluency in English, with good oral and written English communication and interpersonal skills
  • Proven office and computer skills, including solid knowledge on Microsoft Excel and HR information system

Professional experiences required

  • Minimum 5 years professional experiences, 3 years in compensation & benefits, or recruitment preferred; working experience with an international organization in humanitarian sector or embassy and / or overseas is an asset;
  • Proven experiences in project management an asset
  • Knowledge and experiences in HR administration, including workflow and process;
  • Experiences of collecting, analyzing and providing report and data for management use, an asset
  • Able to work independently, being flexible and able to work under pressure, quick learning ability

  • Understands the roles of the components of the International Red Cross and Red Crescent Movement

  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary
