The ICRC Regional Delegation in Beijing seeks to fill the following position:

Policy Intern

The ICRC Regional Delegation for East Asia covers China, DPRK, South Korea, and Mongolia. The delegation's main task is to promote awareness and implementation of international humanitarian law, the legal framework that seeks to minimize human suffering caused by war. The delegation also aims to familiarize governments, experts, national Red Cross societies and civil society with the ICRC's humanitarian work and emergency response around the world.

Main responsibilities of the intern

  • Offering perspectives on important developments, policies, diplomacy related to humanitarian issues in China and globally.
  • Supporting the work of Policy team for relevant meetings, visits and events.
  • Mapping China's cybersecurity ecosystem: build understanding around its national cybersecurity strategy and the governance structure (public sector, private sector, research institutes, think tanks, and leading experts).
  • Mapping key Chinese tech ecosystem / service providers in the area of Sensitive Data Management and Communication; Connectivity and Cybersecurity; Digital ID and Biometrics; Advanced Analytics, AI, and Cloud Processing.
  • Mapping major events, conferences and forums where a humanitarian use of technologies or impact of digital technologies in humanitarian / conflict / crisis settings can be discussed and presented in order to position the ICRC as a referencing organization in terms of cybersecurity in humanitarian action.
  • Support on developing engagement strategy with Chinese tech actors incl. identifying entry point of contact in a given company, mapping out concrete asks from tech companies in collaboration with relevant departments.
  • Support on identifying relevant topics for discussion related to cybersecurity and data protection in humanitarian action.

Selection requirements and experience

  • Advanced studies in international relations, political science, public policy, science and technology policy, law and digital technologies, or a related field.
  • Demonstrated interest in understanding the digital transformation of the humanitarian sector and its implications therein.
  • Demonstrated commitment to continuous learning and staying abreast of the challenges and opportunities brought by the increasing digital footprint of the humanitarian sector.
  • Excellent written and oral communication skills in English and Chinese. Additional languages are an asset.

Internship duration and time:

The intern for this position is expected to work for 3 months in total.
Can work at least 4 days per week in our workplace

Expected Starting date: Mid-April 2024
